Important Update for Minnesota Therapists Regarding HF 362/SF 1131

SF 1131, which would establish an optional state registration framework, was heard and laid over in the Senate Committee on Judiciary and Public Safety on Wednesday, April 8. The vote was postponed for procedural reasons, and we're optimistic that action will be taken on the bill in the coming days.

While we’re encouraged by the progress so far, there is still important work ahead. SF 1131 is vital to strengthening public safety standards and advancing the massage therapy profession in Minnesota.

Amendments to HF 362/SF 1131


We have shifted from a mandatory licensure model to an optional state registration framework to preserve legislative progress. This approach introduces a pathway for state-level regulation while laying the foundation for future mandatory licensure, which we will continue to pursue.

What This Means for Minnesota Massage Therapists:

  • The regulatory language standards remain intact.
  • Education and background check requirements stay the same.
  • Enforcement authority is preserved.
  • Registration would be voluntary rather than required.
These changes keep HF 362/SF 1131 moving forward while maintaining the momentum, protecting the progress we’ve made, and keeping the door open for long-term, comprehensive massage therapy regulation in Minnesota!
