House Bill 623 Introduced to Establish Statewide Licensure in Vermont

January 27, 2026

The Vermont Chapter of AMTA is urging lawmakers to support H. 623 and the licensure of massage therapists and massage therapy establishments in Vermont. Currently, massage therapy is only regulated through registration in Vermont. Licensure would enhance public protection and align the state with national standards.

Why Licensure Is Important for the Massage Profession

Licensure is essential for public and practitioner safety as well as professional accountability. Forty-five states license massage therapists and many also have licensure for establishments. Vermont remains the only state that relies solely on registration, a minimal form of regulation that allows practice without standardized education, training, or background checks.

Massage therapy is widely recognized as an effective, nonpharmacological option for pain management, including within the U.S Department of Veterans Affairs, which requires providers to be licensed. Without licensure, Vermont veterans are denied access to this expanded care option.
