Huge Step Forward: Massage Therapy Regulation Bill Passes in Minnesota

We are excited to share that Minnesota House File 3825 (HF 3825) — an omnibus bill that included the language of House File 362 (HF 362) for state regulation of massage therapy and Asian bodywork therapy — passed overwhelmingly in the House on May 16! HF 3825 is now headed to the Governor’s desk for enactment.

HF 3825 creates an optional registration process, rather than mandatory licensure, for massage therapists and Asian bodywork therapists in Minnesota. This marks a significant step forward in advancing massage regulation, elevating professional standards, and protecting the public.

Change often happens incrementally, and this legislation moves the profession closer to statewide licensure. AMTA remains committed to advocating for mandatory licensure for massage therapists in Minnesota.

The optional registration for massage therapists will go into effect on July 1, 2028. We will keep you updated as we learn more about the implementation process.
