Request for Comments: Minnesota Massage Therapy Rulemaking

AMTA recently led the way in securing the passage of optional statewide registration for Minnesota massage therapists, creating an important framework that positions the profession for future statewide licensure when the law takes effect in 2028.
  
The Minnesota Department of Health (MDH) is seeking public comments on proposed rules related to the registration and practice of massage therapy and Asian bodywork therapy in Minnesota. Interested individuals, organizations, and local governments may submit written comments through 4:30 p.m. on Friday, October 16, 2026.

This comment period is an early step in developing the rules. The department will use the comments it receives now to help shape the proposed rules. However, comments submitted during this period will not be included in the official rulemaking record reviewed by an Administrative Law Judge.
