House of Delegates Rules of Procedure 2004

Procedure One
VOTING

  1. The Role Call will:
    1. Count delegates present
    2. Establish 2/3 total delegates present
    3. Establish quorum
    4. Establish majority of quorum
    5. Establish voting points
      1. Possible
      2. Actual
    6. Be done either by hand count or using the electronic voting system
  2. For adoption of agenda, amendment of Rules of Procedure and general HOD
    business:
    1. The total number of seated delegates shall be established.
    2. Voting shall be conducted by voice vote.
    3. At the request of any seated delegate, or at the discretion of the Moderator of the House, a counted vote will be conducted.
  3. For recommendations, resolutions and position statements;
    1. A weighted voting procedure will be used
    2.  
  4. Election to the House of Delegates Operations Committee
    1. AMTA staff shall provide the House of Delegates Operations Committee
      with a count of the number of Chapter delegates registered at convention.
    2. The House of Delegates Operations Committee shall have its members elected by the House of Delegates either by “counting by hand”, or “electronic voting. Procedures to follow.
    3. Nominations shall be taken from the floor.
      1. House of Delegates Operations Committee shall verify
        nominee's current status as a delegate.
      2. Nominees’ names and Chapter shall be written on overhead or other visual aid.
    4. Resumes may be posted for delegate review.
    5. Each delegate shall vote for the appropriate number of positions open.
  5. The Moderator of the House of Delegates shall appoint a teller's committee comprised of three (3) members of the House of Delegates.
    1. No teller may be a nominee for the House of Delegates Operations Committee.

Counting by Hand:

  1. a. Seated delegates shall rise, count off, and sit down after they have been counted.
    b. A member of the House of Delegates Operations Committee shall monitor the counting procedure to insure accuracy.
  2. Tellers pass out ballots
    a. No more ballots than the total number of seated delegates established in the count shall be handed out.
    b. Ballots shall be handed one at a time to each seated delegate.
    c. Tellers shall note the number of ballots handed out.
    d. Moderator of the House shall ask if all delegates have received ballots.
  3. Tellers collect ballots from each delegate one at a time.
    a. Tellers tabulate ballots.
    b. Any ballot with more than the appropriate number shall be invalid.
  4. Tellers report final tabulation for announcement to the general assembly meeting or other appropriate general meeting at the Convention.
  5. Ballots shall be destroyed after general assembly announcement if no contest has been declared.

Electronic Voting:

  1. The Tellers Committee shall monitor the counting procedure to insure accuracy.
  2. Nominees will be presented on an overhead ballot, or other visual aid.
  3. Votes will be tabulated by the electronic voting system.
  4. Tellers report final tabulation for announcement to the general assembly meeting or other appropriate general meeting at the Convention.

Procedure Two
DEBATE

  1. No member shall speak in debate more than once on the same question on the
    same day, or longer than two (2) minutes, without the permission of the House of
    Delegates; granted by a two-thirds (2/3) vote without debate.
    1. The author of a recommendation may speak for up to two (2) minutes to introduce the recommendation. Such time shall be prior to debate. The author may then speak in debate.
  2. Debate shall be limited to twenty (20) minutes on each question unless the House
    of Delegates, by two-thirds (2/3) vote, agrees to extend the limits of debate.
  3. Delegates shall speak only from the floor microphone and shall be recognized in
    alternate order of “for” and “against” the subject unless there is no opposition
    speaker seeking the floor.
  4. The delegate speaking shall address the Moderator giving his or her name and the chapter he or she is from.

Procedure Three
CAUCUS

  1. A delegate may move to recess for caucus, recess being limited to ten (10)
    minutes.
  2. Upon a majority vote the assembly will move to caucus.

Procedure Four
SMOKING

  1. There shall be no smoking permitted in the meeting room.

Procedure Five
LATE ARRIVALS

  1. It is the duty of the delegate to arrive on time for the HOD meeting. Therefore, no delegates shall be seated after roll call has been taken.
